UNEP/MAP Environment Remote Sensing Regional Activity Centre

Since 1993 CTM (Mediterranean Remote Sensing Centre) has been playing the role of Regional Activity Centre for Environment Remote Sensing (ERS/RAC) of the Mediterranean Action Plan (MAP), under the aegis of United Nations Environment Programme (UNEP). ERS/RAC is hosted at CTM premises in Palermo, Italy. ERS/RAC role is to contribute to the best use, by Mediterranean countries, of space techniques (especially, remote sensing) in the field of environmental observation and monitoring, in view of the sustainable development of the Region in the framework of the Barcelona Convention.

Recently, in the framework of the 13th Ordinary Meeting of the Contracting Parties to the Convention for the Protection of the Mediterranean Sea against Pollution and its Protocols (Catania, 11-14 November 2003), it was agreed the restructuring of the ERS/RAC in order to refocus and consolidate its mandate. The Centre, besides strengthening the support provided to the monitoring of the Mediterranean sea and coasts, would also optimise its information and communication technology and train operators, in line with the Barcelona Convention. 

Moreover, ERS/RAC restructuring plan envisages that the Center, resorting to telecommunication and Earth Observation activities, would continue to support the management of environmental emergencies, the prevention of the risk of environmental disasters, the devising of geographical and territorial information reports to monitor the environment, the planning of the territorial development and the optimisation of technical projects.

PAP/RAC
UNEP/MAP Priority Action Programme Regional Activity Centre

Priority Actions Programme/Regional Activity Centre (PAP/RAC), established in 1978, is a key component of the Mediterranean Action Plan (MAP). One of six RACs within MAP, the Centre has built up a global reputation due to its expertise in Integrated Coastal Area Management (ICAM). 

The Centre's aim is to address immediate problems of a developmental nature and their effects on the coastal environment and its resources, through practical activities in several fields. The 'umbrella' activity of PAP/RAC is ICAM within which a clear methodological approach, tools and techniques have been defined. The multidisciplinary nature of ICAM is carried out through Coastal Areas Management Programmes (CAMPs) and other projects dealing with individual natural resources, including nature protection, water resources and soil erosion, and with management of activities such as tourism, urban development, aquaculture and waste. PAP/RAC offers technical assistance through the provision of workshops and specialist training. Thanks to a wide network of partnerships with experts, institutions and organisations, it has developed broad pan-Mediterranean outreach capabilities. It also publishes research, guidelines, technical reports and manuals as part of its core capacity-building strategy and co-ordinates local projects that typically involve the participation of many local bodies.

Syrian General Organization for Remote Sensing

The General organization of Remote Sensing was constituted in Syria, in February 1986, in accordance with the Legislative Decree No. 8. It has thus replaced the National Remote Sensing Center which was established in the Syrian Arab Republic, through an ad hoc Steering Committee in 1981. The Organization is located in Sabbora area (about 17Km West of Damascus). The Organization's total area is 250,000 m2, including the main building the student dormitory, the guest house and the recreation area.

National Council for Scientific Research - National Centre for Remote Sensing

The National Council for Scientific Research (NCRS) was established in 1962 as a result of the joint efforts of public authorities and the scientific community and their determination to integrate science and research strategy into national policy. 

The NCRS is a public institution assigned with the task of formulating national science and technology policy, initiating, guiding, supporting and conducting scientific research programmes and activities in Lebanon. It advises the Government on all science and technology issues. The CNRS conducts research through its specialised centres and supports research projects having an impact on the socio-economic development of the country.

The NCRS is a public autonomous institution reporting directly to the President of the Council of Ministers. It is administered by a Board of Administration and a General Secretariat.
